When BeautifulSoup was removed to get ready for PyPi, this broke the Windows installer because BeautifulSoup was no longer included in the installer. I've made a few changes to get the Windows installer build process to work again:
- Added BeautifulSoup files back to the repository.

- Added setupWindowsBuild.py using hg copy. Using hg copy will allow setupWindowsBuild.py to receive updates as changes are made to setup.py. I modified the new setupWindowsBuild.py file to include BeautifulSoup as a package so it gets distributed when we run bdist.
- Added buildWindows.ps1, which replaces the 'import BeautifulSoup' line in fogbugz.py to use the local copy of BeautifulSoup instead of the global copy. This favors the user that does not have BeautifulSoup installed. It's a bit hacky, but it works.
- Changed PYPI_README.TXT to BUILD_README.TXT and updated the build information for Windows.
- Updated BUILD_README.TXT to include an additional wiki article that needs to be udpated.
